EHR Association Statement on HTI-5 Final Rule

The EHR Association shares following statement on the Health Data, Technology, and Interoperability: ASTP/ONC Deregulatory Actions to Unleash Prosperity Final Rule, to be published in the Federal Register on Oct. 28, 2026.

“The EHR Association is still evaluating the HTI-5 final rule, released today in unpublished form by ONC, but we are pleased to see that the agency finalized a number of recommendations raised by our Association and other stakeholders both before and during the rulemaking process. We believe several adjustments ONC made to health IT certification and related rules will positively affect both software developers and providers using the technology, as well as areas where they chose not to finalize initial proposals about which we had raised concerns. We also appreciate that the agency took seriously issues we had raised with its proposed changes to information blocking and deferred finalization to allow time for additional consideration. As we evaluate the final rule and work with our member companies to comply with HTI-5, we will continue collaborating with ONC on ways to maintain forward momentum toward a clear, practical, and sustainable regulatory framework for the health IT ecosystem.”
